THE FINANCE OFFICER
Duties of the Finance Officer

The Finance Officer, is the Chief Accounting Officer of the University College and shall be responsible for the following duties under the guidance of the President and the Council:

  • The management and administration of the finances of the University.
  • Ensure that proper books of accounts and records of assets and liabilities of the University are kept in such manner and form as the Council may require.
  • Prepare for the consideration of Council, such statement of accounts and estimates as Council may determine.
  • Prepare Business Plan and Budget for the University.
  • Ensure the completeness, accuracy, and reliability of financial records and information needed for decision-making.
  • Promote fund mobilization, raise finance for the GBUC at a minimum cost of capital, and ensure prudent investment of surplus funds per the investment policy of the University.
  • Ensure efficient management of financial risk.
  • Offer assistance to both Internal and External Auditors in the discharge of their duties.
  • Supervise, coordinate, and review the work of personnel in charge of accounts, budgets, revenue generation and spending; and elimination of waste in the system.
  • Direct and participate in the preparation of operating and capital budgets at the Central Administration level; and provide technical assistance in budgeting and budget analysis at School and Departmental levels.
  • Initiate and supervise the installation of new and improved financial systems and procedures.
  • Maintain close liaison with both public and private financial agencies and keep abreast with economic conditions affecting the University.
  • Receive all subventions, assets, and revenues payable to the University; and maintain prudent custody and disposition of all GBUC funds and assets.
  • Maintain proper records about income and expenditure, assets and liabilities, and submission of quarterly reports to the President of the University.
  • Effectively manage all Finance Staff and liaise with the Registrar to conduct performance management and job enrichment for the efficient deployment of human capital.
THE INTERNAL AUDITOR
Duties of the Internal Auditor

The Internal Auditor of the University College shall be responsible for the following duties under the guidance of the Governing Council and the Audit Committee:

  • Perform general and specific auditing of accounts of the University.
  • Conducting skills gap assessment covering all aspects of the operations of the Unit to design, develop and implement a capacity-building program involving on-the-job / field training.
  • Improving the existing structure of the Unit and enhancing the ability of the staff to perform assignments in line with the principles in the International Professional Practices Framework (IPPF) as well as best practices.
  • Designing, developing, and implementing an Internal Audit Charter for the University College including standard working papers, tools, and templates to help improve the quality of the Unit's activities and deliverables.
  • Using the Internal Audit Manual to improve the existing audit approach and methodology and train the staff of the Unit to efficiently migrate to the new audit approach.
  • Collaborating with the Audit Committee, the President and Management to determine and agree on the University College's key strategic risks, and develop a risk-based plan for the Unit, as well as an operational plan for the next financial year.
  • Effectively execute the approved Internal Audit Plan in line with the timelines in the approved Operational Plan and submit regular status updates to the Audit Committee.
  • Present the results of Internal Audit Reviews conducted during the period to the Audit Committee and other relevant Committees.
  • Attend other Executive Management meetings where appropriate, to discuss Internal Audit Plans and activities, including significant weaknesses, recommendations, and status of corrective actions.
  • Overseeing closure of audit findings and monitoring implementation of key initiatives arising from the outcome of Internal Audit Reviews.
  • Implementing a full Quality Assurance and Improvement Program (QAIP) to enable an evaluation of the Internal Audit function's conformance with the Institute of Internal Auditors Standards, application of the Code of Ethics, assessing the efficiency and effectiveness of the Internal Audit function, and identifying opportunities for improvement.
  • Conduct special investigations as necessary.
  • Regularly evaluate the adequacy and effectiveness of the internal control framework.
  • Assist the President and Council to establish effective fraud prevention measures and provide an initial or full investigation of suspected fraud.
  • Collaborate with other relevant units such as Finance to provide audit support during the financial audit period and ensure that the findings from the financial audit are regularly monitored and resolved.
  • Report suspected fraud committed by the President and members of Management to the Audit Committee and Council.

Qualifications for Finance Officer and Internal Auditor

The applicant must possess the following qualifications:

  • A first degree in Accounting/Finance
  • M.Phil./MBA/M.A., in Accounting or Finance or its equivalent
  • Be a member of a recognized professional accounting body such as:
    1. Institute of Chartered Accountants, Ghana (ICAG)
    2. Association of Chartered Certified Accountants (ACCA)
    3. Chartered Institute of Management Accountants (CIMA)
    4. Certified Public Accountants (CPA)
  • In addition, the applicant must have served as Deputy Finance Officer /Internal Auditor or Principal Accountant / Internal Auditor or equivalent grade in an analogous institution for a minimum of ten (10) years.
  • Should have excellent knowledge and experience in the use of Accounting and Auditing methodologies and tools such as the International Financial Reporting Standards (IFRS), Accounting and Auditing Standards, and related regulations
  • Excellent knowledge of building complex financial models to evaluate various financial plans and projects with technical knowledge and experience in cash forecasts and analysis.

Terms of Appointment

The Finance Officer / Internal Auditor shall hold office for an initial term of three (3) years. The appointment may be renewed upon application for a period determined by the Governing Council. Applicant should not be more than 62 years by August, 2024.
